    Abstract:   本研究旨在探討與分析中央健康保險局高屏分局員工參與繼續學習滿意度傾向,比較不同背景變項的員工參與繼續學習滿意度之差異情形。
      首先蒐集相關文獻資料並加以整理、歸納及分析,以作為本研究的理論架構;研究方法主要採問卷調查法,主要研究工具為研究者改編之「中央健康保險局高屏分局員工參與繼續學習滿意度之比較研究問卷」量表,以中央健康保險局高屏分局員工為研究對象,總共發出問卷362份,有效回收問卷328份,有效回收率為90.61 %。問卷所得輸入電腦,以電腦統計套裝軟體SPSS10.0 for Windows進行統計分析,實施次數分配及百分比、平均數、標準差、獨立樣本t考驗、單因子變異數分析、雪費法事後多重比較等進行學習滿意度之分析,同時為延伸問卷調查滿意度偏低的項目更深入的瞭解,採立意抽樣訪談法,編製訪談大綱,進行半結構式訪談。根據本研究主要發現,歸納成結論和提出具體建議,以供中央健康保險局高屏分局辦理員工參與繼續學習業務之參考。
      本研究得到之結論如下:
    一、中央健康保險局高屏分局員工繼續學習滿意度以「課程安排與設計」層面滿意度最高。
    二、中央健康保險局高屏分局員工參與繼續學習滿意度以「教師教學」層面滿意度最低。
    三、中央健康保險局高屏分局員工參與繼續學習整體及各層面均具有中等以上的學習滿意。
    四、中央健康保險局高屏分局辦理員工繼續學習業務現況尚有檢討及改善的空間。
    五、中央健康保險局高屏分局員工學習滿意度會因個人背景變項之不同而其顯著差異有別。
    (一)「性別」、「年資」、「主管人員與否」、「年齡」等變項未達顯著差異。
    (二)「教育程度」、「婚姻」、「職務性質」、「不同單位面向」等變項中,有部份有顯著差異。
      根據研究結論,提出建議如下:
    一、在中央健康保險局高屏分局方面
    (一)依不同背景變項的員工規劃繼續學習課程
    (二)員工繼續學習業務整體尚有改善的空間,應深入探討其原因,並研擬具體改善的方法
    (三)明確規範員工繼續學習業務專責辦理單位
    (四)每年度應提撥固定比例的員工繼續學習課程經費
    (五)建立講師遴聘機制,如係內聘員工擔任講師,亦能辦理教學技術成長訓練,提升師資素質
    (六)創造支持的團隊學習環境
    二、在中央健康保險局高屏分局各單位方面
    (一)課程的安排與設計應配合時代的趨勢,且教材的編排應靈活生動,以激發員工學習的興趣
    (二)學習課程應重視學員意見的回應,並建立列管機制。
    (三)建立學習課程評估機制,以瞭解是否有助於工作效率的提升。
    (四)重視學員與講師間互動關係的培養,以提升員工學習的意願。
    (五)加強中央健康保險局高屏分局各單位辦理員工學習業務人員之課程規劃專業訓練
    (六)落實中央健康保險局高屏分局各單位職務代理制度
    The purpose of this research is to discuss and analysis the tendency of satisfaction degree for continuing study of staff from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau. Comparing with the difference of continuing study from the staffs have different background variance .
    First, collecting the related literature material and performs to reorganize, the induction and the analysis, to be this research theory overhead construction. The research method mainly picks the questionnaire survey law, and the main study tool is " the study questionnaire scale of satisfaction degree for continuing study of staff from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau." reorganized by the researcher. A survey, which adapted to the captioned sub-bureau, was conducted with some measures modified from the viewpoint of captioned sub-bureau. 328 valid samples were taken from 362 by stratified random sampling. the effective returns-ratio is 90.61%.
    After analysis by using SPSS10.0, According the major findings, we get the conclusion and advise our proposal to be the reference for continuing study of staff from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau.
    This research obtains the conclusion to be as follows:
    1.The highest satisfaction degree for 『the satisfaction degree for continuing study of staff from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau』is "the curriculum arrangement and the design".
    2.The lowest satisfaction degree for 『the satisfaction degree for continuing study of staff from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau』is "the teacher teaching".
    3.Both whole and various level. the study satisfaction degree of staff from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau are above medium level.
    4.There are self-criticism and the improvement space when 『Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau』process the staff continuing study.
    5.It is obvious difference due to personal background variance when we study the satisfaction degree for 『the staff from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau』.
    (1)There is no obvious difference among 『sex』,『the period of service』,『the responsible staff or not』and 『age』.
    (2)There are some obvious difference among "the education level", "the marriage", "the duty nature", "the different department dimension".
    According to the conclusion of this study, the author proposal as follows:
    1.At the field of Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau.
    (1)Arrange the curriculum of continuing study depends on different personal background variance.
    (2)There are improvement space for the affair of staff continuing study, we should probe the reason and study the improvement method.
    (3)We must specify clearly the sole responsible department for the affair of staff continuing study.
    (4)We must raise the expense of staff continuing study at fixed proportion each year.
    (5)We must establish the lecturer selected system. If the staffs in the bureau are hired as lecturer, they have to be trained for teaching technology growth, so as to promote the teachers quality.
    (6)We must create team which will support learning environment.
    2.At the field of various department from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau.
    (1)The curriculum arrangement and designing should comply with the popular tendency, also the teaching material arrangement should be nimble, and the curriculum will stimulate the interest which the staff studies.
    (2)The study curriculum should respect the response opinion from students, and establish control system.
    (3)To establish an evaluation system for learning curriculum, so as to understand whether it is helpful to the working efficiency or not.
    (4)Raising the interact relationship between the students and lecturers, so as to promote the staff learning will.
    (5)To strengthen various departments from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau to handle the staff specialist training of learning curriculum for the service personnel.
    (6)To realize various departments from Kaoshung & Pindong sub-bureau of Central Health Insurance Bureau duty proxy system.
